ok 1 week ago i could download setups now they just dont appear in game!!!!! wtf?

ok i downloaded a few setups about a week ago all worked fine i trying to download some now into setup folder but do not appear in game help!!!!!

as it says in title how do i download skins do i need to put extra money on s2 license?
