On your DCon type e.g. /insim 29999 or in you settings file find //insim 29999 and replace it with /insim 29999
You should open ports on your router then. Google how to port forward. 
You're trying to connect LFSLapper to your game, not server. Make sure the insim port is the same as the server's port!
Use the ctrl+f1-8 or alt+f1-8 controls. Like bind /press 7 on CTRL+F1 and on the other side press the button for the controller.
I think you have already wrote /insim 29999 in your DCon or LFS. Turn off everything and try again!

Actually he is right... I wanted to buy a membership on a game and paypal didn't let me send the money for it because i don't have debit card. The currentcy was the same and still could not pay the membership... I read that you can't buy anything in paypal if you don't have debit card linked to it...

I thought the 2012 R2 server was other, try installing .net framework 4.5+ if it's missing or maybe directx9 if it's still in the web.

Why tf you need login system when LFS has it's own? Maybe cracked community? o.O

There is a better way to fix your HDD if it's always at 90-100%. Open 'run' and write "services.msc". Look for "Windows Search" and "Superfetch."
Go to each of these entries. Right click on one and select "Properties." In the dropdown box labeled "Startup type," choose Disabled. After leaving the properties window, press "Stop" in the upper left corner. Do this for both.

Actually it may be the windows... If you have played with other version of windows like 7/8.1 then install it again and see if the game will work. Before one month i installed windows 10 and got 60 fps less... Thinking of going back to 8.1
