We've always used rolling starts, except for 3 races in GT Masters 2 years ago, one of which was absolutely disasterous aswell. I think it depends much more on the drivers' behaviour than anything else.
You can modify your sign-up up to the start of pre-qualifying, that's what the rules say.

Top class GT racing returns as the Genuine Racing GT1 Challenge is back! The series was cancelled originally at the end of last year, but will now run again in a proper sprint format. It will now be the GT1 equivalent of GT Masters, using the exactly same format: 24 hours of pre-qualifying from Friday evening to Saturday evening, followed by the main event consisting of a 20 minute long qualifying session and a roughly 75 minute long race. The key differences to what you saw earlier this year in GTM are that we've tweaked some things based on the feedback we received from the competing drivers, especially when it comes to the way multiple grids work. There will still be two servers, but points will be awarded for overall positions with all classified cars of Server 2 being placed behind all classified cars in Server 1. For example: If 20 cars are classified on the first server, the winner on the second server will be classified in 21st position. That way, it actually is an advantage to pre-qualify yourself into Server 1 and it will also be rewarded accordingly.
All teams and drivers are welcome to participate in the series, there is no limit on how many drivers may race for a team, but only the best two drivers of a team can score points towards the team's standings in each round.

Post your skins for the 2014 Genuine Racing GT1 Challenge. The requirements are:
Note: Drivers with single digit car numbers (number 0 to 9) are not required to use double digit numbers on their numberboards (for example: 1 instead of 01).
Note 2: Skinners are adviced to not downscale the numberboards too much for use on their skins, numbers must be recognisable at first sight.
Note 3: Skins should be posted in 2048x2048 resolution. You may also post them in higher resolutions though.
Added penalties following pre-qualifying for R4. Drivers "nacho." and "vanko199" were disqualified from the event since neither of them submitted a correctly formatted sign-up and are therefor not eligible to compete.
Additionally, Car 87 is disqualified from the event for using multiple cars during pre-qualifying.
Please only confirm your participation if you are planning to take part in the main event. The 64 fastest drivers from pre-qualifying will be allowed to take part in the main event. Should any of the drivers in the lower grid be unable to attend, they will be replaced with the next car in the pre-qualifying results. The confirmation deadline is Saturday, July 5th at 23:59 UTC.
All confirmed drivers that did not attend must withdraw by Tuesday, 08.07.2014 at 19:30 UTC to not receive a 50-point penalty.

The passwords for pre-qualifying will be sent out at least 3 hours before the start of the session.
The passwords for the 64 fastest drivers will be sent out after the official pre-qualifying results have been released and the the confirmation period has ended. Grids will be split up equally between Grid 1 and 2 if at least 36 cars pre-qualify.

The reason they only have to be within 103.5% within qualifying is that qualifying is significantly shorter than pre-qualifying and that there will be 20 cars or even more on track. I don't want to put too much unnecessary pressure on people.
It includes the balance of performance change for the XRG (from 2% restriction to 1% and 8 kg of ballast) aswell as the change of the 105% rule in pre-qualifying to 103.5%. Drivers that are competing in a qualifying or race session, but have no set a time in pre-qualifying must now also set a time that's within 103.5% of the fastest qualifying time in their grid.
