He means Ricer, a ricer (normally) puts unnecercery modifications to car normally used to aid performance but are there for aesthetic purposes.

On topic you can add neons if you can change shadow colour then put simple shadows on, giving the impression of neons but I don't think you can edit shadow colour.

I made this back when I was a demo racer, I've since uploaded a high quality version and modified it.

I have a 9550, you can probably find it in a bargain bin somewhere, but I advise getting something better.

Without force feeback I don't think it'll return, you're best of getting a cheapo steering wheel and using that.

I can't find a tape measure.

That's erally pissed me off, I tried to put £90 in my bank account to buy it, yesterday it said it's due in 1-2 days, I look at my bank account to find I'm still waiting then look at dabs and it says it's due in more than 4 weeks.

The steering wheel centers itself using a spring normally. Ages ago there was a site that showed you how to build a steering wheel and that was centered using bungee cords.
