Teams can't just stop their development on their current car and pull another Honda for next year because there aren't any rule changes for next year (well at least that would be the scenario if FOTA win the battle against FIA). Their 2010 car should be more of a evolution than revolution.
Ferrari wont leave F1 becaues they have a contract with Bernie. And without Ferrari, i don't think the rest of FOTA will leave. Max just called their bluff.

That is a great idea, but then the teams would spend hundreds of millions on engine development. Not quite the low cost F1 FIA is hoping for.
