The dog is not blind. Its off a show called "its me or the dog USA". Its basically like "the dog whisperer", exept this person cant train dogs to save her life, where as caesar millan can.
The dog was obsessed with cupcakes. When she put the cakes under the dogs nose and moved them away (which is the wrong thing to do fyi), the dog pulls that face because he is fixating on them. And the dogs eyes are that colour because its a border collie.
Why the hell is Hugh Laurie in that picture!? LOL

Had to quote it. Bear with me a little.
That drawing is an work of art in itself, but expresses so many feelings, frustration from the author that can make some reluctant to really look at it.
It was also drawn by pencil(did some research). Clearly wasn`t drawn by an Obama supporter
. It certainly isn`t hilarious once you go deeper from Dr. house standing near a naked dude on a horse with a horn. 
A little off topic analysis:
Unicorn: A mythical creature, formed from other creature parts. Head of a deer, body of a horse, tail of a lion, legs of an antilope, some say beard of a goat, and a twisted horn growing from its forehead.
Horn, which is said can purify water, cure poison.. etc. It`s all a metaphor(o rly?).
I think it stands for the American people, that it`s in their power to cure the "poison". The American flag at the base of the horn makes me think that.
Obama riding an (obedient, by the look in "its" eyes, tilted head) unicorn(leading the nation) naked(wants to depict purity? as in "I have nothing to hide"), but with a sword up(war is not over, he`s in charge, makes the calls?) in his left hand, holding his right hand almost reassuring on Stalin's shoulder(hmm). Stalin holds some pills in his right hand while looking at Dr. House in front of the Capitol building (symbol of democracy, house of the American Congress).
The Capitol building looks like a ruin, with a large piece missing from it, and the American flag is hanging there almost falling. Dr. House with the stethoscope around his neck (health care) looking at Obama like he wants to eat him alive..
I don`t know what`s that above Stalin's head, farther away, to the left. Looks like a mexican hat? A pyramid?
I`ll let you be the judge of what it means though, what i posted above it`s only an interpretation, i found it interesting to say the least. American folks, cue in, you know better what`s the status in there.
