Correct - all numbers are two-digit, i.e. 00-99. No single-digit numbers allowed. Hope this clarifies things.

As I said, if some series allow 2 people to have the same number, fine. But you nor a series can change the Arabic numerals to your liking. Initial zeros do not change the value of the numeral.
