I used to play on 1500/256kbps upload fine on Aussie/NZ servers. (You're getting around 280kbps) which is enough for LFS.

What servers are you playing on? You're going to lag on anything around Europe and US. Ping from Adelaide to UK is about 350ms which is pretty ugly, only just playable, but also highly dangerous. You are locationally disadvantaged if you want to play on Europe or US servers. only solution available is to move there.
