Did you see this while playing online? Or in some screenshot?

Because if you saw someone else that has bright lights in the game, then that is just a game feature and not a different texture. They would have been using the "flash" lights button, and probably kept it held on, or had a program to keep them lit. It's the only way to keep the lights bright.
