Hard down shifts with the FOX
I have a momo steering wheel setup, 2 pedals with no clutch pedal.

I notice when I shift down from 4-->3 and 3--> 2 the shift is very hard, the car shudders a bit. How do I fix this?

Tap the throttle as you down shift would be the best way its known as heel-toe but you only have two pedals so its just ermm foot foot?

this usually happens when your gear ratios are too far apart. bring 3rd closer to 4th. 2nd closer to 3rd and 1st closer to 2nd.
I see other allready have mentioned heel-toe. You can also try:

- Moving breaking power toward the front.
- Waiting a bit longer between shifting down.
- Putting a clutch pack at the rear and experimenting with the preload and coast settings.

is it okay to use heel-toe with cars with sequencial gearbox?

Left food braking is more precise and effective, In my personal opinion and experience.

Yes. Eventhough you still tend to lock rear tires because the lack of reving up while clutching, inmediatly after the downshift is complete you unlock the tires thanks to the throtle. Not as optimus as a street gearbox, but it's still effective (at least in LFS)

You can still blip the throttle on downshifts while left foot braking though.
