That's a video from an argentinean race series, what i can say, here if you can put an advertisement even in your toilet many people would go for it, the tv shows make me sick, every one minute you get a "chivo" which means an ad in the plot of the tv show.

And yes, the safety procedures here are a bit old, not enough money, also the tracks are in quite bad conditions

My thoughts exactly I suspect it was a reverse grid and as for more power most of the overtaking manuvers were initiated under brakes or on areas of the track were any sane person would be concerned about physical harm so my guess is he had balls the size of a Waterbufflo's

He's lucky some of the drivers he passed were not as aggressive as him, else there would have been a prang.
Going 3 wide through the cutting was great to watch though.
