Watch it again - see how he's not really in control but would be desperate to stay on the track. The lack of control combined with the urgent desire to remain on the track meant that he didn't really have much choice over the matter.
The blame also lies with the other person slightly, who tried to get passed without lifting of or braking. If he had, he'd have seen the other car zoom across in front of him.
If I remember correctly that car was owned by someones cousin, they used to hang around on Digimods. Either way I have seen that clip before for some reason.
