No, there's a couple of bones there. The hammer and anvil I believe they're called and they sit just behind the eardrum (unless my 16 year-old biology schooling is failing me).

Parking Lots, normally in the UK have a speed limit of 5mph private lot or not. Though, if it's not government property you could speed and only get away with a fine. I know one road went through a shopping centre and for a while. it didn't have a speed limit at all!
