More precisely, there's a sort of playlist, which you can add your personnal files that you need to convert to OGG format. If I'm ok, you have to place your files in "LFS\data\ogg\" folder.

You know, there's other "green" technologies than electric engines... (Hydrogen combustion engines by example, like the BMW Hydrogen 7. Just rejects some water vapor, nothing polluting)...
Well, E.Reiljans, one of the good things in a simulator is that it is not real. So there's no pollution, no real petrol, etc. So why put an electric motor, that will never replace petrol engines even in real life, in LFS ? Even put a Diesel engine in LFS has more sense !
Plus you say that electric cars are green ? I'm sure batteries are way more polluting to made and to recycle (not recyclable I guess) than running petrol engines, and I don't talk about Nuclear energy for made the electricity... Plus electric cars aren't that economic, you have to put 7 000€ every five years in new batteries...
P.S : I've just seen weight of the new Electric Raceabout : 1700kg and chassis is made with carbon fiber. '05 Raceabout's weight was 795kg and made with aluminium, much cheaper and heavier than carbon fiber...
Well, when you know how hard it is to make a cruise control (Cruise Control and the program you want have both to manage your wheel's axis), you don't even think to this. Programing a such thing would be difficult.
Tweaking can help to make an engine to sounds closer to the real one.
For the sound, search on Gills Sound Workshop (http://www.lfsforum.net/showthread.php?t=44432) an engine sound similar to the one you're searching. You also can make a request on that thread (Gills' one).
For the throttle thing, I don't think a such program exists. Maybe try to add some intake restriction to your car ?
LFSTweak allows you to change rev-limit, but only on some cars (XFG, XRG, and FBM). On these cars, you can also change tires and rims dimensions, add a turbo, define its pressure, change displacement of the engine (on all cars), change idle (on all cars, and works online on all servers), number of gears (on all cars and works on all servers too)...
It is very easy to get an engine/car very close to the real one, you just have to be patient, adjust power, torque...
I don't really understand what you mean by adjusting throttle ?
Well you don't have to know anything about programing to use it.
The current version (5.6b) works on 0.6B. When you get the message "LFS not loaded or car not on track", it mean that you have to go on track first, then load the program. Plus I'm not very sure of the ports thing... Take a look in the readme file if you haven't done it
But well, don't wait for a newer version, I think that Tigerboyz is out of this project now...
You should try to change your Mipmap settings in the Catalyst Control Center. I've had a similar problem, and it has been solved by changing Mipmap to "High Quality" in my Radeon HD4650's Catalyst Control Center.
Not graphically identical. Since Z19 "Road car dashboards updated to use dashboard light symbols" and here you see them so it was possible to change rims on Patch V or something like that I don't know...
And so what about the interior and stop lights ? You can see in YouTube videos that the VOB mod hasn't got that interior and has got different stop lights.
Recently, with the "blast from the past" S1 H7, I saw how the driving feeling is different between this old S1 and S2 Z28, mostly better in the new S2. But I found the engine's simulation -excepting the non-managing of the engine stall- more realistic (less inertia) and sounds of the cars, even they're not customizable, more realistic...
However, the things that really arested me are road noises. In S2, we can hardly hear the road noises (tyres rolling on the road), so in S1 we hear them clearly.
So I think a come back of those noises in LFS could be nice.
