So having the top speed being read from the gear ratio would be somewhat of an average and it wouldn't take into account all those other factors like mentioned above.

The best you can do is to have your final gear max out at the highest power output level at the end of the longest straight. That's really the only best way to get the best max speed on a given track. And even leave a little bit more room for increased speeds after drafting people.

I think it would be easier to show, when changing the gear ratios, besides the ratios themselves, the top speed achieved by such ratio.

For example: if I do the BW twisties at 115 km/h, I may want an additional restrictor, or some control over the location of the top power, for the exit, ie: the gear ratios. (I find this very useful in some corners)

When you introduce the blown engines (I think you should), well, we amateurs would have to use ony the argument of max exit power, which is valid, nonetheless.
