Certainly you want to encourage new learners. But the point is do you want people learning basic car handling and the track layout along with 10 other people trying to race? Once you have made it a few times around a track without crashing even novices will quickly get to ~10 of the WR time. But even something like 150% of WR time would let all but the most incompetent (read crash at EVERY turn) still race.

I don't think kicking simply for a slow lap is a solution eather.
Often I am slow because I got into the grass and decided to let trafic pass or am trying to make pit settings.

But overall I have not had that much problem. If I do I just leave for a while. Just a game after all...

The yelow flag isn't perfect (often gives false yellows) but usually if I back off a bit I can avoid hitting spinners. The big problem is when the person behind dosn't slow any. (maybe they havent seen the yelow?)
And they get upset because they think your just goofing around.

Another idea... I wonder if stagered starts could be made an option... like the qualifying start?

The BF1 is great but now the other cars feel lathargic.
And it seems something terable is wrong with the F08. That used to be my favorate car because you actualy had to use your right foot.
At first I thought traction control was on or I had selected a setup with the wrong gearing...
But now it seems totaly lacking low end torq. A sad developement. I thought the underpowered cars were there for beginners.

I would also like more FF refinement. For example when going over bumps or hitting a slick spot it seems the fource should drop to almost zero.
The way it is now you can launch off a curb and all you feel is a bump from the impact but not the unload.

The solution I like is to allow a set lap time threshold.
For example the drivers personal best time must be 105% of WR time or the fastest driver time in the race. I think there used to be a rule like this in F1.
Or use qualifying time or hotlap etc. Too bad simgle player race times arent logged.
Then if too slow you would recive a mesage "Too slow please practice more" and then get moved to spectate.

I am of course speculating that the crashers arent very fast. But I think that is probably correct.

Some of the funnest races I have had were with mixed car races. With the beginners in say, UF1 and experienced drivers in BF1.

So if you could set up:

Allow BF1 if PB > 105%
Allow FOX if PB > 120%

My 2 cents.

(Oh, and bring back the old F08! The new update totaly destroyed it )
