well technically, it does not work on windows 7 x64.
i have x64 installed as well, and could not make it to load correctly.
its probably some kind of x64-x32 dll incompatibility by windows itself.
gru suggested recompiling the d3d8.dll to x64 might help.
well i could not recompile that with visual studio express. i will might try with the pro version later which currently i dont have.

It happened at the end of a qualifying session. I crashed into a wall, flew off the track. Pitted, at the pit window screen i pressed ok to leave pits, nothing happened for 2 seconds. Then i pressed shift+j, it was right when the car was finally out in the pits. I got a message "has already a car". Started going, the car was extremely slow. Could not go faster than 24 kmh in first gear, and with only 46 kmh maximum speed as you can see. The race started right after, and at start i still had the same scenario leading to a mass collision. After checking the replay i noticed that the car got suddenly 200kg added mass and 50% intake restriction. On the race i pressed again shift+p and left the pit again. That time the engine was ok finally.
