In case you are still looking for offline maps for Java phones, I could suggest GpsMid . You can load the maps onto your phones SD card and thus don't need any internet connection. It also allows you to search for roads and even offers a simple turn-by-turn navigation mode, also completely offline and free of any charge.

The maps it uses are from OpenStreetMap, the free wiki world map. A great project in which everyone collaborates to create the best world map, just like wikipedia is for encyclopedias.
