I just downloaded it and it works fine. Make sure you've done this:

1. Extract the archive to your game directory (no a sub-directory).
2. Open the config file and add your AdminPass password.
3. Start the game with the LFSGrun.exe file.

If you've done it right you'll see a message to the top left of the screen. Note that you can't use it with the PitSpotter and MotionBlur addons.
