Ok, i am a complete noob with creating a server. Creating one is fine for me.. i can do it with my eyes closed and taking care of one im good at. But i see some technology some servers have and i could really use some of it. If you look at [FM] Oval Junkies. They have a welcome message when you first join. When you look at afew other servers, they have "Press !rules for the rules and press !help for help". PLUS, sorry for being a pain in the ass but also when connecting, theres a message displayed.
I want to know how to get these. Reason why is i have just recently started up a karting server and people like some of my tracks and i want to get Karting/LFS more active online, and by doing that, some of these things above can make things easier.

Ok, that was the online stuff. Now with the autocross. My track is done for example. Great and everything, you think its going to be fun with others online. Not quite. I see some Servers like UKBangers UF1 oval racing thing lol and they have like a race mode in the carpark/autocross instead of a 6sec countdown. Plus they can pit and end up in a certian area (which they have put barriers etc so it looks like pits). How can i do these 2 things.
I really really appreatiate the help that i will hopefully get .
