But only when you actually have mods, since the most players won't have any.

Yeah, that list seems to have still plenty of space left, so adding such button wouldn't harm. At the other hand: that filter list and overall mods screen will need redesign eitherway, so prob. isn't best idea to improve their current state as they should change as a whole instead.
