- add bots with FBM (0 intake restriction)
- send IS_HCP with Info[11].H_TRes = 16 (for FOX)
- join with the FOX car
- send TINY_NPL
- every single IS_NPL contains H_TRes equal to 16
- only one should be 16, the rest should be 0

Can be mitigated by using TINY_PLH
