First I'm clueless on uploading pics on these forums, I think you click the PAPER CLIP right, well I do and nothing happens, I hear a click like it was blocked by pop up blocker but it dosent tell me if I'd like to view page or not, I'll click it again and on the bottom of page it'll say Error on page, If i'm doing this wrong then please help me out.

Do yuo want to upload the pic to the forums? If so you use the MANAGE ATTACHMENTS button to upload the pic or any other file you see on the list.

Pics will automatically be scaled down to a thumbnail for you.

If ont he other hand you already have the pic hosted somehwere else, just write the url and place the at the end of the url.

Where exactly can i find that at?
