its very blurry. Im not the best picture editor but if you cut the car out, copy and paste it onto a new layer, blur the base image (making sure u cover where it blurs the car. This way you will get a sharp image of the car with a blurred background.

Use Quick Mask mode and paint over the car, then exit QM and do a motion Blur, try some other filters on it aswell.
