LOL! well they should be banned coz they are ugly. Don't think they pose a safety risk really. First time i saw a car down here in portsmouth it looked very weird, it was standing at a red light with its wheels still spinning. Now if you happen to be crossing the road and you see the spinner with the corners of your eye they could scare you to death as it may look like a car is moving.
It happened to me once, only because though i just looked at the red light and not bothway when i was crossing. I know I know, bad way to cross a road!

I don't like spinners either, but banning spinners? It should be everyone's own decision to buy spinners or not. So I think it is really weird BANNING them, let them be, although I really dont like them.

I don't own a RB26 powered car...not even a RB powered one, I just admire the Engine as it is one of the technological wonders (IMHO of course) - such small engine can be road legaly easily boosted to 1000 hp is something you should respect...aswell as I respect the R-bodied skylines (the R32 - 33 - 34) due to their ATTESA ETS All wheel Drive system (which I believe is as advanced as the Lancer Evo analogue, but was made 15 years earlier) and a nice SUPER HICAS All Wheel Steering system, which, (my friend tells me that - I didnt check) gives you quite small turning radius, and (unlike Honda's) causes almost no technical problems at all...
AND because they did beat everything in JGTC...(car's nickname "GODZILLA" is a great way to describe the dominance)
I myself was driving a E36 BMW with a 2.8 liter supercharged engine, but I have sold it, since it needed more and more maintenance...
Now I share a car with my Girlfriend (DONT SHOOT ME) its a 1995 Honda Civic Coupe (green ) with a manual and a 1.6 VTEC engine - I take pride in it being STOCK, even the wheels are original Honda Alloys

ontopic - I believe that HUUUUGE spoilers DO block your view - and ARE a hazard, more then spinners... THOSE should get banned...
I believe that big spoilers are banned in whole EU area because negative effect to pedestrian safety (yes, if you drive over pedestrian and he will then fly over your car, there is really big difference what he will hit after that, wing, knife, pillow or street, right?), however different countries apply these rules different way and even here it is different from MOT office to MOT office, basic principle is that no sharp edges are allowed.
Anyway I'm glad that we will see less those, damn ugly they are, one MK III Supra here has huge alloy wing bolted to top of original wing, it looks really stupid. Also car is painted like some F&F thing, it looks really silly.
Yeah, its NY. We have a gazillion stupid laws, but we also have a gazillion laws that make living in NY a lot nicer when the SHTF compared to say, Louisiana.
Spinners are unsafe for other road users. Driver education texts worldwide suggest watching front wheels of vehicles approaching intersections to gain visual clues as to their intention to stop. These visual clues are very effective and spinners can cause a driver to do something unwise like stop short of an intersection when they are concerned about the confusing clues spinners present.
Spinners are universally heavier than the OEM wheel and tire combinations. This reduces all aspects of performance, possibly to levels below federal standards. If someone wants to install 24 inch wheels on a vehicle, they should be required to demonstrate the suitability of the non standard parts. You may not know this from wherever the hell it is that you live, but in much of America there is no requirement for cars to pass any sort of continuing safety standard like MOT. In the places where there is a PMVSI program, it is typically far less stringent.
I support plenty of unpopular legislation to force people to drive safer vehicles. Driving is where a majority of my risk exposure comes from, so I take this seriously.
Big spoiler, and more importantly useful spoiler are way more hazardous than popup headlights. You would only use the headlights at night anyway and they cover a rather small area of the car, so in an accident it is not too probable that the person hits one. I don't know if/how they are locked, if they are out, but there might be a safety mechanism included.
The reason why nobody uses them anymore is the introduction of pedestrian safety test, where popup headlights always will get worse results. And of course, aerodynamics, popup headlights maybe one of the worst things you can do to your car aerodynamic-wise
When I lived in NJ my truck failed inspection every single time! I ended up driving a vintage '60s Volvo because at least that car didn't have to pass an emissions standard!
Anyway, good luck banning everything that's dangerous. By the way; how many deaths do you have in NY due to spinner wheels compared to, say, firearms?
As much as I hate spinners, I disagree with this law.
Think about it, if this goes through then what comes next? Ban performance exausts for pollution? Performance tires for their tendancy to drone and not work in the rain? Ban repainting your car as it might be a distraction to other drivers?
