While I was trying to tame the FZR today, when I have button sensitivity to 2, the power is easier to control, however my brakes almost felt like nothing... IMO, it might be a nice feature to put in, since it can allow (non-wheel) users like I to adjust brakes/throttle independent of each other.

I have always wished for this before I got my wheel.
My best sollution was setting button rate to 2.7-3
If you're gentle, you got the best of both worlds.
Try it...it might work for you.
