Yes, it is messed up.

Its VERY messed up to basically try to "steal" people's money by asking them to buy you a licence although you already have one.

Hey, i done that skin with MS Paint because Photoshop CS2 was not loading up properly.

So by the way i do have skills in making skins using Photoshop.
