GFX card has nothing to do with speed of loading the textures mate (if u have enough memory) even fastest pc will choke on such sizes... what if my textures are 10000x10000 in dds?! point is disable or change timeout limit and problems dissapear

LFS will probably crash if you try to do that...

LFS will, so server will not know you are disconnected.
So no timeouts - you are loading FOREVER.

anyways about windows, I got very inconsistent FPS in xp recently, even after brand new hard drive, and switched to windows 7. I got average lower fps, but its a lot more stable and reasonable.
