Yes, the 80% guy will be able to apply more throttle before any wheels begin spinning.
On the other hand the 80% guy will be subject to understeer, which means that, unless his setup compensates for the understeer, he won't be able to maintain such cornering speeds (from apex to exit) as the 20% guy.
