It looks like a red paintbucket fill on the rim ?

And then was "hand dried" with shotblasting.

I know it looks like crap, thats the point.

Nah, We're (or rather at least, I am) joking. They look nicely worn so it's worth a download if you race the FiBbiM alot

They don't look like scratched wheels, though. They look like a texture that you applied a paint bucket fill to. The wear pattern is not something that you would see on a real wheel.

I know, but my point is that they don't. Paintbucket fill =/= chipped paint.

well in paint.net what should i use then?

I've never used paint.net so I don't know. It's a lot more complicated than just a one-step process, though, and I don't think you realise that.
