Someone said that he could have been mentally challenged and that's why they didn't pursue him closely incase he went nuts. I have no idea what was going on though, this was the oddest "car chase" I have ever seen.
I seen him smoking and also the substances you described though, but like I said I don't understand what the heck was going on. They normally don't allow news crews to be around like that either. When they put him in the cop car he was in the front seat, then an ambulance showed up and they put him in that. So confusing.
