You can have 2 names at the same time
Example: Raj: Copier And B.O.B: Real Guy
So B.O.B is on the server
Raj wants to copy that name
So raj then Right Clicks On the persons name he wants to copy and then Clicks Ctrl+C
After that Raj disconnects and then goes to Options and click driver
Raj Then changes his name and Ctrl+P(Paste) B.O.B's Name
Then raj connects with the same name as B.O.B
BUT Raj will not be able to Drive his car because the other guy with the same name is driving his car

So 2 Names is possible BUT 2 Names cant drive at the same time

Anyone can copy a name just like someone said there is Lots of STIGS and lots Of KENBLOCKS
No point to report
just tell them to take it off or just change ur own name
