I need a new gfx card because my old gt120 has fan problems. I need a card that is a better than my current one, but still at a reasonable price. it has to be a pci express x16 card.

Look for a used GTX 460, you can find one for ~$80.

ive just come to think of something, it must be a card that doesnt take a lot of voltage because i dont think the psu is any good? and i dont think it is pci express x16 2.0 but the old express x16
