There is no racing in snow, and most of the people don't drive at roads on snow unless needed, because its dangerous and can damage the car.

Nothing, even snow, keeps people from here north to stop driving/racing there are multiple national/international races in Finland in winter. And drifting on snow is the best thing you can do with car!
