I downloaded a few skins of the XR, I copied them to the skins folder, but I cant find them when im in the garage.
Is the skin option closed to demo drivers?
No,skins are freely usable by everyone. Make sure that they are XRG skins (filename starts with XRG_) and not for other XR cars (XRT or XRR). Also make sure that skins are copied to lfs\data\skins folder if they are in jpg format or lfs\data\skins_dds if they are in dds format.
