If you have other USB devices than the wheel, try disconnect them.
(guessing you have a wheel )

Try increasing minimum sleep

Yes, I would also think this is caused by some "background" activity

As of now the points awarded for first, second and third place has no real use, other than the brag factor but with 20 cars on the track even a 4-10 has a "value" in my opinion.

I suggest that points are given down to 10. place.
Of course not a lot of points for a 10th but at least a reward for completing the race
