Mini Racing Online (MRO) is ok little free game for pick up and play for like 10-30 minutes, at start the game includes 1 formula and catalonia track. but you can download more from miniracingonline.com .. I tried that game few days ago, its good.. its good =) and there is good weather options + you can download a bunch of stuff there (rally tracks) (karting) etc. etc...
and the game itself is 12-13mb + the additional downloads .. The game has online and single player mod. so should be good fun for some people though its totally arcade game.

Ps. oh, and the game is from up view (like some old rc mini games )

Gotta agree MRO is quite good.
But no where near Generally.
