Could someone please explain to me how I can add an on screen welcome message, where the guest has to click yes or no before they can race to my dedicated (from Spare pc) server.

Use an insim..

The easiest way would be to use the LFSLapper addon. The newer versions provide an entry screen where the user must click on "Accept" to race on the server. Look here for more details.
