I would imagine it's fairly obvious which country is the best, based on number of champions its Finland hands down.

ah but saying a driver isnt a champion doesnt mean they are the best driver (yes i know i am be pedantic)

France has many excellent drivers in addition to Loeb; Panizzi, Delecour, Auriol, Mouton etc..

as for cars, thats really tough, but just for the way audi changed rallying, i'll say germany

trouble with cars is how do you define where they are from? eg is a prodrive subaru from japan or britain ?

Its like saying were is Williams from, they have Toyota engines but there still British, same applies here but opposite countrys.
