Yes, after standing start IRL F1 the TC must remain off till reaching 60 km/h (I'm just 90% sure about the exact speed).

And it's mandatory.

I still call it launch control...there's no blue smoke when all the cars take off. So somehow, they've made a system through the ECU that works as a launch control system
