No, thats not true. The PC must be purchased at that time. Not made.
So for example if I will buy all the componenst and Vista OEM you can upgrade to Win 7 for a really small fee. Some vendors will give that upgrade for free.

You can't get the upgrade on a self made machine - it doesn't apply to OEM I dont think.

The PC has to be both purchased and made at that time, too...

It does apply on the OEM version as well.
I am quite sure and confident about that. You will see once it will be possible that it will be working.

The only drawback of OEM is that if you want to replace the motherboard this licence end and is not valid anymore.
You can go around if you will get a confirmation from the seller or repair compnay that the motherboard was faulty and need to be replaced.
