You can only get a users setup by either:
a) accepting a sent setup, which is willfully sent by the user
b) checking setupfield or setupgrid for hotlap sets and see if they've uploaded a set there, and downloading it for yourself
The only setup information available via insim is the restrictions (mass/intake %age), whether the wheels are symmetrical, and whether ABS or Traction Control are turned on.
