Figured that the devs would have better chance at access to these monsters instead of flying all the way across the pond

Of course, I also doubt that we'll be seeing a stock car as "the new car", but on another note....FINALLY A PROPER OVAL!!!

s3? that means lfs has to get into the beta stage... that means the cockpit upgrades, whesthil upgrades and breake off parts.... let the speculation begin

No it doesn't. You need to separate the content stage (S1, S2, S3) which determines what content you have access to, and the program/content version (currently at 0.5Z) which determines the state of the physics and content. The devs can easily release the third content stage before the second is polished to their desired level. They probably won't though, which in my mind means Rockingham is a good while ahead yet.

I can assure you that both Aston and South City had less configs than they have today
I would like to pre-order. New track looks SOLID. I really like the direction where LFS goes. Quality over quanity.

We have added the BMW Sauber F1.06 to the S2 license and will be releasing the VW Scirocco for the S1 license as free updates. We realised that at some point we need to move onto the S3 license and it would be better for the community to be able to start using S3 content sooner rather than later. The current plan is to also include another car in the initial content of the S3 license.

I was thinking the same. Maybe this is wrong but I think it is also clearly implying so.
