There is tire sound when adding/deleting an object.
You need to be standing still.
There is tire sound when standing still with FULL brake while steering left/rigth, there is no sound if no brake. Handbrake does not work.

This may be posted before, sorry if it is.

Ive noticed that to

1. press I to turn engine off
2. w8 if rpm is on ZERO
3. turn volume on 3/4 of maximum or more if you want
4. press full throtle
5. you can hear some wind or something else...
