I'm coming back to LFS after a LONG break, and seeing as though CTRA is no more, I'm wondering what other decent racing servers there are with similar licensing systems?

(FM) FOX Junkies and LR|Racing Center 1(XFG+XRG) both have a license system and both are getting rather crowned every day, you should try these

I think the closest should be: LR race center

LR race center hasnt been crowded for long time

except that it's crowded every day

OT: I agree with most mentioning FM FOX Junkis, LR Center( i personaly dont like it, races too long for pick-up racing)
