When you are within one 1/100s the game cant know who is faster, sbecause the physics calculations are just once in 1/100s, so it thinks you have actually the same position. The driver, who has the best ping (meas sends the "I have fuinished"-packet first), will be ahead. (not sure about the last part though, it has never been verified).
I dont know in how far it can be fixed, or what Scawen could do in order to fix it. I guess you cant really compare who is ahead, depending on the way the physics engine works. The replays are not the same on all computers, depending on ping, so there could be some unfair problems, or OOS (different computers reporting a different finisher).
With a physics calculation or 1000 per second, the problem would be reduced to 1/10 the distance difference between the cars.
