Car(s) involved: #20 / #14
Brief description of incident: The #14 car hustled Kenneth while be showed a blue flag. After Ken was finally able to get around, the #14 car attempted a pass back in the chicane. Despite the closing pace, being under a blue flag, and the clear relevant factor that Ken was much faster at that section of the stint, the #14 driven by Rinnie still attempted a pass back, which cost our car time, as well as threatened the cars suspension.

Car 01 pushes his nose into a nonexistent hole, and causes Car 24 to spin, into 15. Car 15 is pushed to the path of Car 16, but both hold on to control. Car 24 is spun off to the right barriers, and drops to the end of the field.

Car 01 is charged with causing an avoidable incident. As this occured in the Abandoned Start, a 5-place grid penalty will be enforced on the next round for E-Team.

It is worth mentioning, that with some skilled driving from both Cars 15 and 16, saved that incident from being the big one that would wipe out over half of the field. I predict that had 16 not caught the slide, it would have spun towards the right, collecting a couple cars and Car 15 would have spun to the inside. With the bunching of the field at that point, it probably would have taken up almost every single car behind that point.

Car 18 and 04 are alongside on the run to T1, 04 moves right, 18 holds his line. Car 18 pushed into grass and spins losing many places.

Car 04 - Causing an avoidable incident - 30s Time penalty (post-race DT conversion)
Quote from Dizzydarryn :Lap 2, safety car period. Car 13 overtaking car 26 under safety car period.

Cars 21, 04, 29, 00, 13 chatting during safety car

This is part of the major incident that led to the red flag.

No penalties for this will affect the race results, however, a review is still being carried out on the incident, and appropriate penalties will be levied regarding this.

Brief description of incident: Number 15 having blue flag, yet still keeps being competitive against our car, and decides to spin.

No penalty for this incident.

A general reminder to all drivers/teams to not impede progress of a car that is faster than you or attempting to overtake you while YOU are under blue flags.

Our blue flag procedures do NOT require you to get out of the way, they require you to not unduly hold them up or attack them unless you are able to match or beat their pace.

Car(s) involved: 20 11
Brief description of incident: Under safety car #20 runs wide and off track and loses a position, then subsequently retakes.

Car 20's actions at the ending SC period of the race are unacceptable. Although there was a warning to the driver to cease and desist, on further review and consideration of the fact that the driver of the car at the time was on NDR probation, the following penalty will be applied for this and other (rather much more minor relatively speaking than this) actions:

1. Car 20 is going to be placed as the last running car in the race, which is 25th position.

2. Driver Kenneth O'Keefe (racer hero) is placed on a 6 month New Dimension Racing Exclusion. The first two (2) months of the ban WILL BE ENFORCED. The last four (4) months will be suspended, and if the driver goes 12 months without another rules transgression after the end of the two months, the remaining time of the exclusion will be lifted. The driver's current probationary period remaining will be appended on to the end of the complete 6 month ban if there is a violation of the suspended ban conditions or at the end of the 12 months determination period. This update is effective as of 23 December.
The following teams are recieving a 5-point penalty for unauthorized telepitting, spectating, or intentional disconnection from on-course:

Dinamo Motorsport
nfinity eSports

The rules prohibit this action. We don't care how bloody immobile you are or where you're at. YOU ARE NOT TO TELEPIT OR SPECTATE UNLESS WE TELL YOU TO. If you're slap-bang in the middle of a straight, it's up to the other drivers to heed the yellow flag.

Please note that if you drive into a pit garage (of the proper pits for tracks that you can access other pitlanes :P) you can telepit from there or spectate without this penalty, as n!faculty has done for this race.

We are finishing up assessments of some incidents under the SC periods as well as the aborted start crash. Results will be out after we finish that.
The following teams are recieving penalties for chat during the red flag lobby screen. Chat was NOT opened during the time, and should not have been done.

The rules will be amended to explicitly forbid chat anytime there is "Red Flag" on the screen. EVERY TIME YOU CHAT WHILE WE ARE TRYING TO DO SOMETHING HOLDS US UP BY AT LEAST 30 SECONDS NO MATTER WHAT. YOU MUST NOT CHAT WHEN WE HAVE "NO CHAT" IN EFFECT.

For the end race screen, including the initial grid setting, the penalty scheme for this is:

1st line: Warning
2nd, 3rd, and 4th Lines: Loss of one fastest lap from next qualifying each. To further impact the offenders, this is of combined sessions, not of just one.
5th and beyond: Loss of one championship point per line.

The following teams recieve a WARNING.

04 - Serbian Chromed Pistons
25 - Triple 7 Racing
27 - Race Sim Radicals
29 - VM Racing

The following teams are losing qualifying times for Round 3:

12 - Dinamo Motorsports - 1st fastest lap only lost
13 - Optix Racing - 3 fastest laps lost
21 - n!faculty - 3 fastest laps lost

In addition, #13 Optix Racing is penalised 2 championship points for chat as well.

Results will be out within 24 hours (really, honest this time !) as soon as we finish discussing the T9 incident and incidents under the SCs.

d
For the abandoned start T9 crash:

Car 04 will receive a 10-grid spot penalty for unsafe recovery from an incident.
Car 13 will receive a 5-grid spot penalty for failure to properly heed local yellow flags.

In addition, the drivers of Cars 04 and 27 at the time of the incidents on the abandoned start are being placed on NDR probation.

Driver of Car 04, ivantod, Ivan Todorovic is placed on 6 months' NDR-probation for his unsafe rejoin from the off.

Driver of Car 27, niels1, Niels Mul is placed on 6 months' NDR-probation for his ignoring of local yellow flags placed out by LFS.

In addition, Race Sim Radicals as a team are placed on GTAL Probation for the remainder of the season. Two of their drivers in as many races have brought negative attention for involvement in incidents. The next major incident involvement with fault attributable to Car 27 will see it excluded from that race and a penalty of between 10 and 20 points.

Also, Car 14, Sim Racing Lithuania Team is also on GTAL Probation for the remainder of the season. We do this as in both rounds so far negative attention has been brought by two drivers of these teams. The next major incident involvement with fault attributable to Car 14 will see it excluded from that race and a penalty of between 10 and 20 points.

It should be noted that in the case of Cars 27 and 14, it must be a rather major incident, or numerous minor incidents.
