I have no idea how to resize things on it. I do something wrong and try to delete and it doesnt let me. Not to mention trying to actually color something seems confusing enough

First of all learn how to select things, do a google search for Polygon Lasso Tool tutorial or Pen tool (more advanced) which will teach you to select things, then it will be easy to colour in

I use ACDSee 10 Photo Manager for resizing. Try it.

If you can't use PS, GIMP is an alternate option. I always use GIMP on my skins.
