Agreed. The problem was getting the WD40 down there as the hole is only a tiny bit bigger than my arm. So last evening i just dripped 3-in-one oil on it, from above. Couldn't turn it by hand this morning (as expected) so i've made a special WD40 application tool with a tube on a stick - see attached picture. I'll apply that a few times today and make a simple wooden tap turner as well because i expect i'll need a bit more than my extended arm force...

(If possible i want to avoid the freezer spray method - i've already thought about it but really i should have an outside stopcock and it's a better solution if possible and could be helpful in a future water emergency. With the freezer spray i'd have to worry about the ice plug popping out half way through the fitting of the new tap, when i've hacked through the pipe - which could end up disastrous! And as i'm not a plumber it's not sensible to invest in the expensive professional pipe freezing kit with sleeves etc).
