That's funny, because our server also crashed yesterday 1min before the qualification was supposed to start.
But I hosted my server, so it wasn't a big deal.

I guess you were a bit more unlucky, since your server crashed during the qualification.

You guys can cut the "inside" line of pit outline. You can ignore inside line and we will not penalyze you

Neither in rules or here is nothing said about pitstop. Will it be mandatory or not?

It is said in the Baltic Cup's rules topic, below the "Race".
